North Redondo Commercial Storefront Improvement program for Artesia / Aviation Corridors
The City of Redondo Beach now offers a Commercial Storefront Improvement Program that provides up to 50% matching grant to commercial business and property owners for façade improvements Eligible properties must be located within one of the areas on the above map.
Eligible improvements under the program are outlined in the Program Guidelines and include, but are not limited to, exterior paint, removal and replacement of old signs and awnings, repair and replacement of windows and entry doors, landscaping, and remediation of city and state code violations.
How to Apply
Interested businesses and property owners are encouraged to complete an Interest Form and speak with staff prior to submitting a formal application. The PACE Program allows Redondo Beach property owners (residential & commercial) to enter into agreements with private partners to implement energy and water efficiency projects on their properties with no upfront costs.
Property owners would pay for improvement projects through assessments on their property tax bills. The program is completely voluntary
Assembly Bill 811 & Senate Bill 555
Assembly Bill 811 and Senate Bill 555 authorize public entities to designate jurisdictions in which property owners may enter into agreements with private partners to finance installation of home energy efficiency and water conservation projects. The California Home Finance Authority administers a program of this type, the Ygrene Works Property Assessed Clean Energy (PACE) Program, the program is not made available to property owners in Redondo Beach.
What is Property Assessed Clean Energy financing (PACE)?
Commercial Property Owners
Redondo Beach property owners can receive upfront financing for improvement projects such as installation of solar panels, water-wise irrigation systems and electric vehicle charging infrastructure. Participation in the program is completely voluntary. Participations are referred to a pool of certified contractors. And thhe installed improvements are financed through low interest loans that are ultimately repaid through assessments on future property tax bills.
The program has already been made available in dozens of cities in Southern California, including Torrance, Hawthorne, Rolling Hills Estates and Carson.

What is Property Assessed Clean Energy financing (PACE)?
- Commercial property owners can finance up to 100% of their project costs and pay it back over time as a voluntary property tax assessment through their existing property tax bill for a period of up to 20 years.
- No negative fiscal impact to the City’s/County’s general or special funds when consenting to the inclusion of properties within the City/County limits.
- PACE commercial loan is tied to the property, not the property owner. The loan may transfer upon sale or refinancing of the property.
